With wine-7.0-291-g9a4992173e1 the setup starts up for me, but crashes during installation. The backtrace might give some clues as to what goes wrong.
Can you also confirm this?
I tested in a 32bit prefix set to Windows 3.1 with this version of the program: https://archive.org/details/corel-draw-v-3.0
