I think that is yet another bug then, that should be tracked in new bugreport.
Let`s make this one about the windowscodecs-issue.

If you open new bugreport, please post full consoleoutput in attachment, and it
might be worth to run by WINEDEBUG=+relay,seh wine PG\ Offline.exe &>log.txt
and attach (bzipped2) file log.txt to bugreport
