I simply put in the first of two CD-ROM discs and ran setup.exe. This ran fine until it prompted for "disc 1", at which point I just killed the installer (later I'll try the symlink-swapping tricks others have described). Running the installed MapSource.exe caused many messages of the sort fixme:msvcrt:__crtLCMapStringA (lcid bc687811, flags 200, n(1), 0x7fb1fd00(3), 9e6a6858, 1), partial stub! to be displayed, and seemed to hang at the splash screen until I pressed control-C in the terminal. After a moment, the splash screen went away and the main interface came up. However, a fatal error dialog also came up, saying
"There is a problem with this GARMIN application. ... At: 3/23/2006 4:10:50 PM (UTC) OS: Windows 2000 Service Pack 4 Processor: Pentium Pro or Pentium II, RAM: 515984 KB APPLICATION.CPP-374-4.09 bad locale name"
and the console showed

Clicking ok on the dialog terminated the program, so no joy. Still, that seems like progress compared to the other reports.
