With today's Git (wine-1.1.18-227-g4ea0b38), a user reported that the Encompass
installer crashed on startup in 1.1.18 but not in 1.1.17. Regression testing
showed the bad commit to be:

msi: Detect privately installed assemblies.

Another fix for the office 2007 sp1 installer.
