Juan, thanks for providing me with your patched wininet DLL.
Attached you can find the log (+wininet trace) using your DLL (when behind a proxy). I verified its proper loading by "cat /proc/####/maps | grep wininet"
Unfortunately, the same behaviour remains, i.e. no proxy data is recorded.
If you are ready, I will be looking forward testing your new patches.

WORKAROUND
Meanwhile, I have noted an ease and useful workaround:
a) Using winecfg, add library "wininet" and set as "internal" b) Edit and record your proxy settings at IE6 ->Tools -> Internet Options -> Connections -> LAN Settings -> Proxy Server c) Using winecfg, remove library "wininet"

Additional info: I am using r715 of winetricks to install IE6 http://code.google.com/p/winezeug/source/browse/trunk/winetricks
