To reproduce: Install native comctl32 via winetricks, you will pass the AVI problem, but if the download manager is enabled, the installer doesn't work properly, if it is disabled, the installer fails with ERROR_FUNCTION_FAILED.
This is on openSUSE 11.1/Factory using the wine package from Emulators:Wine
