Graphics: AMD RX 480: AMD POLARIS10 (DRM 3.8.0 / 4.9.0-3-amd64, LLVM 3.9.1), Mesa 17.1.0-devel (git-af73acca2b).
Could you try a newer Mesa? There's a chance that some of the issues are driver-specific or even driver bugs. Never Mesa also contains some radeonsi fixes for tessellation shaders (those are not included in your version AFAIK).
