[Bug 23977] Steam overlay can't use shift or caps lock

Retested on current Wine. (wine-1.3.21-115-g69bc4da)
Fresh wineprefix, fresh install of Steam and Half-Life, corefonts and tahoma.

Shift and CapsLock did not work in the overlay web browser address bar and
google.com search field and also did not work in Steam settings opened from the
overlay. (If the Steam settings are accessed directly in Steam the keyboard
works as expected.)
