wine_1.1.38_f3_slowdown_fps_in_vats_and_dialogs.patch

The wine_1.1.36_f3_slowdown_fps_vats_and_dialogs.patch has wrong format. So I
prepare update on the wine_1.1.38

I think that the alpha-test is applicable only for textures, but if texture's
coordinates is not defined we should not use alpha-test.
