I see that you are running wine without specifying path where the wine binary
is located. However, you do set the PATH env variable, but don't you need to
export it too?

What does command:
$ wine --version
give you?

Try running Anarchy.exe by giving full path to the wine binary, something like
this:
/home/j/winehaxing/compiled/usr/bin/wine Anarchy.exe
