Release the Win16 lock in create_window16.

Could you try this patch?
With this patch and my last commit ae5e4b1c4342c153e4c83c4361b971e2732ff89f,
Nocturnal Illusion (MUGE.EXE) works fine on my PC. I can't reproduce the first
issue, too.
