[Bug 17614] Rise of Nations: Both mouse keys required for single left-click

Found something that might be interesting in triaging this bug because I
believe it's related.

1. Turn on desktop emulation mode.
2. Run the game. (Skip intro movie, of course.)
3. When you're in the main menu, you can reproduce the bug as mentioned above.
4. Focus on another window outside desktop "window".
5. Focus back on the desktop "window" (that is, click on "full-screened" RoN
inside the desktop "window")
6. Notice that RoN has instead MINIMIZED. You can restore it by doubleclicking
on the icon that appeared inside the desktop "window".

I don't think this affects the game after you proceed away from main menu GUI.
