I worked around this by enabling FPS Style Setup, which is under
Options->Controls Settings in RTW.  This maps the camera controls to the WASD
keys for up, down, left and right, respectively.  Camera rotate is mapped to Q
and E.

I actually find this setup easier to use than moving the mouse around to move
the camera, but then I play a lot of FPSes!!  Your mileage my vary.
