I personally mark every bug report as regression, when user says "it used to
work". It will never work, that users will know, what word "regression" means
and how to handle git, even if you pass a wiki link.

Then those interested in bugs/regressions can easily process such disputable
regression without reading 100s of bugreports to find one which they are
interested.
