The TestBot finally has a mixed locale test configuration but it uses other
locales that do not trip up shlwapi:ordinal. This bug is old so I'm going to
ignore the potential Inuktitut issue (lots has changed and is still changing in
the locale support) and close this bug. There are still a lot of other
locale-related issues.
