If it's still possible to reproduce the bug it can be left open (although the uselessness of the software does reduce its importance somewhat, not that it should ever have been set at "critical").
In general, you are completely right. It is about giving wine its full functionality.
But there are some practical problems: -You will not find a "serious" download location for this software anymore or anywhere. The tax office deleted the download URLs. -The interface which was able to deal with your tax data was switched off in 2020. -Nowadays the official tax office web page can manage old(er) tax declaration files from a users archive itself
Sure. At this point it's mostly about whether anyone has a copy of the software who can retest it.
