It appears that Windows simply upscales the interface, but not the entire window. Only the toolbar and menu are upscaled, while the content rendered by the program remains unaffected. For example, in WinDjView, the interface is upscaled, but the displayed book is not. This explains why, even in my Windows virtual machine, scrolling is as fast as it is on Linux with 96 DPI or the DPI-aware option enabled.
