To make sure you're not missing the correct driver, make sure the "snd-usb-audio" kernel module is loaded (or built-in into the kernel.) Use the "dmesg" command to see how the kernel responds after plugging-in your MIDI controller.
Also, test it with a Linux program to see if it is recognized. You can use LMMS (Linux MultiMedia Studio) for that (LMMS is a wannabe FL Studio clone.) If LMMS also doesn't see the controller, then your issue is not Wine related.
