[Bug 48006] Final Fantasy XIV Launcher stuck on splash screen

As of patch 7.2 (launcher version 2025.03.10.0000.0001(11500960), the launcher
now apparently uses the Microsoft Edge Webview2 Runtime and will attempt to
auto-install it if it isn't installed already.

On my Proton (but non-Steam) prefix with the OS set to Windows 7, this
auto-install completed successfully, but the launcher is stuck on the splash
screen in the same manner as the way this bug started in the first place.

(Note that if your prefix's OS is set to Windows 10 or higher, it's possible
the install process itself may stay at the "Installing..." phase forever - see
