I just re-tested OnScreenKeyboardPortable 2.1 with

% wine --version
wine-9.3

The problem persists. Furthermore, you can get the source for that app from
https://sourceforge.net/projects/portableapps/files/Source/On-Screen%20Keybo...

and from my quick look it doesn't seem to be the Windows On-Screen Keyboard.
