[Bug 42170] Microsoft .NET Framework 4.6.2 offline installer does not complete

You still need the EvtNext patch (see staged patch) otherwise you run into the
problem reported at the beginning. I just tested it again using Wine Staging
2.1 and I had to install .NET 4.0 first to get mscoree.dll (is this still part
of 4.6.2 or maybe handled by windows update on windows 7?) but otherwise the
installation finishes successfully and the .NET verifier reports .NET 4.6.2 as
correctly installed.
