FYI there is very simple workaround for this problem. Just hide libOSMesa from wine. Just create a dummy empty libOSMesa and point wine to load it with LD_LIBRARY_PATH when starting civ3. Or delete it completely (I have no idea what app really needs this, everything works just fine w/o it).
BTW as I see it now the problem is ancient, the bug is in osmesa or in interfacing wine to osmesa dates back at least 2013. I did not notice it only because libosmesa was not installed back then.
I can confirm that your suggestion works by changing the name of this file: /usr/lib/i386-linux-gnu/libOSMesa.so.8
