I've just encountered this bug. I previously had v1.9.2 for months, but I somehow lost part of wine-devel and began getting Ubuntu update errors.
Up until recently, Skyrim on Steam functioned perfectly, though the Steam client showed blank windows for their store and products. I've had this trouble with the Ubuntu version of Wine: 1.6.x, which would stop with a popup error window which drove me to find newer versions of Wine (I forgot what caused the error, maybe a "webproducts" site or something. This is probably due to an update to my /etc/hosts file blocking ad sites, but I only thought of it today.)
I updated to wine-staging v1.9.6 today. I noticed the flickering shadows when moving immediately. It is more pronounced at dusk/dawn, but is always happening.
Ubuntu 15.10 64-bit running unattended upgrades daily. EVGA NVIDIA GeForce 9800 GTX+ 512 MB DDR3 SDRAM PCI Express x16 (I know: I need newer hdw, but the budget won't allow it) Latest 64-bit nvidia drivers for Ubuntu: v340.96 ( using since 11/2015)
This is the only Windows graphics game I play. I play a few others ported to Linux by Steam. I view flash video in Firefox without trouble, in windows and full screen.
Let me know if you need other info from me. I'll stay at Wine-staging 1.9.6 because I only play a few hours on some weekends.
