I explained this in Bug 5723 before, but that Bug was mainly another problem that is now fixed. Summary: Sometimes, the texture of a random model is not drawn properly when you have both pixel- and vertexshaders enabled. It seems to affect one model at a time, mostly. When there are more persons with the same model, it affects them, too, textures of other models are ok. It happens in cutscenes as well as in normal game. If you disable one or both shaders, all textures are rendered correctly.
Still present in 0.9.44, with both ARB and GLSL.
