It is not you, it is the repo.
If you need the packages, you can download them manually from
https://dl.winehq.org/wine-builds/ubuntu/dists/hirsute/main/binary-all/

If you install the headers package by itself, libvkd3d-dev should stop
complaining.

Someone is probably working on figuring out why some files/directories does not
sync correctly.
