This is an offshoot of bug 24579 where it was determined that the current behavior is different enough to count as a new bug.
Sometimes windows of the Steam client don't react properly when the mouse button is released, when it was used to move or resize the window: They continue to act as though the button is still being held (moving or resizing more when the pointer is within the window boundry) and they "Jump" about double the distance that they (or their window border) was moved from the point where the mouse was initially clicked.
A workaround (for moving anyway) is is to hold alt (depending on your window manager's settings) and 'force move' the windows instead of letting the app/wine handle it. I have read in the other bug that if the windows have Window Manager provided decorations, then dragging those may not reproduce this, but I have not attempted to force my Steam windows to have them.
