I tested the free version of RootsMagic 6 with wine-8.20. It seems to work fine
now.

Looks like most (if not all) patches for windowscodecs were upstreamed from
wine-staging.

I feel like this is enough to call this FIXED, feel free to reopen if you can
still reproduce.
