Grand Theft Auto Vice City has some serious problems with the audio. Seems that the only audio working properly are the "action" sounds like fighting, shooting, car crash, etc.
Other audio like car music and speech is very cracky, which may be (the part of) the reason why the cut scenes are terrible slow to render (I will post a separate bug report about the graphics problems later). Using native dsound.dll crashes the game with an "unhandled exception" and using the native dinput.dll and dinput8.dll aren't doing much good either.
I'm using the git from 2006-12-31. I'm going to compile a newer version shortly, but I don't think there is a lot of the difference.
