wine steam.exe -applaunch 17580
where the applaunch number is the number corresponding to the steam page for that particular game/app. Dystopia (HL2 Mod) is located at http://store.steampowered.com/app/17580/ I successfully installed a few games this way.
However, for un-purchased games this does not seem to work and instead takes you to their steam page within the steam store. You will need to use one of the workarounds above to purchase.

No cmd line parameters needed, all done with just normal steam. I haven't tried purchasing a game and installing it though, but this bug is at least partially fixed either due to wine or steams new UI
