Thank you for your option.

A Hard wipe and reinstall is required to solve the problem...

This is  Wow.exe->Kernel32.dll (ntkernel.exe)
(process)->/usr/x86_64-w64-mingw32/ (spirv-compiler.exe) Vulkan1.dll -- but
these commands 'are just broken'

This indicates it remains stuck in the Kernel.
