This bug probably is a Mac-specific bug..
Another user I know running the same SimCity 3000 Demo also has this flicker
problem

Late 2009 iMac
ATI Radeon HD 4850

To reproduce this flicker, game must be run under fullscreen mode, with "Allow
window manager to decorate windows" DISABLED.
