With wine-1.3.15 I can't get Quicken 2009 to launch without installing
additional components.

However, with wine-1.3.31, I can.  Did a "what made it work" bisect with
results:

I don't think this bug was a regression (unless Quicken 2009 launched in an
earlier version of Wine that I didn't test), but Quicken 2009 does launch now
without any additional components.
