Confirming.
That's a deadlock, most likely ntdll is not at fault.

Issue also appears with vanilla wine-3.13.

I tested a bit, and running it with "WINEDEBUG=+relay" (to slow it down due to
console spam) for a while seems to get further. It actually managed to finish
installing now. Although it took a few tries and restarting the program again
and again.
Looks like some race condition that happens during installation...
