iTunes 12.8 also works fine. By the way, there's a neat page where some nice
person has collected official links to older versions of iTunes here:

I was able to work around this bug by installing 12.8.x. iTunes 12.9.x
consistently crashes at the iCloud sign-in prompt, but I think you could
upgrade to it after signing in.
