[Bug 12431] programs window moves down when clicking in a menu

The problem is that we don't know if we want to move it or not, because we
can't keep track of the current position reliably, for various reasons. Windows
apps expect to have a lot of control over window management, and to support
that we need the window manager to give us exact information.
