OK, here is the scenario when something doesn't work:

First do:
    WINEDLLOVERRIDES='winmenubuilder.exe=d' WINEPREFIX=<prefix> winecfg /v
win10

Then do:
    WINEDLLOVERRIDES='winmenubuilder.exe=d' WINEPREFIX=<prefix> winecfg

Remove mime settings, folders, press OK.

.desktop files and mime are created in this case.

The first step is really redundant since it doesn't help automation much
anyway.
