{feb50740-7bef-11ce-9bd9-0000e202599c} is CLSID_CMpegVideoCodec, which decodes
MPEG-1 video. Bug 9127 is about MPEG-1 *system* demuxing, which is not the same
thing.

I think it should be easy to implement that filter using the quartz_transform
introduced by Anton Baskanov for the MPEG-1 audio decoder.
