a test demonstrating the problem

This is affecting urls in outlook html messages.

outbind://xxxxxxxxx + http://wine:1234/dir should result in
http://wine:1234/dir

but presently results in http://wine:1234/dir/

attached is a patch that contains a test the demonstrates the issue.
