I don't make the rules and I don't know the details. 
I'm just telling you that AFAIU you need some specific config parameters to use
the new WoW64 mode (a name which is really unfortunate if you ask me, because
on the contrary that's literally the name of the Windows subsystem that use the
native 32-bit compatibility mode).
