As Bruno mentioned, you'll need to be in Windows 7 to see the bug, which still exists in Wine 1.7.2.
Interestingly, the Application Manager works and downloads the payload files for any product in the creative suite - however, installation of photoshop fails. I do have the setup files for Photoshop CC now (which does run independent of the application manager) and I'll file a separate bug report for that.
