As per comment in bug 10864 font linking is currently broken in Wine.
Some applications expect the system fonts to be linked with Japanese fonts so that Japanese glyphs can be displayed transparently to the application without selecting a particular font.
As per some unspecified Wine policy the Japanese fonts must ship with Wine for Wine to include any such font links in its standard configuration.
These font links are required for compatibility with many applications that rely on them.
