once I click ... 'Register Now', I do get a page which ... is full of unintelligible garbage.
That's what I found using wine-1.1.26. Since this is different behavior to what people are reporting in this bug, I opened a separate Bug 19378 and attached a screenshot.
You can disable Quicken 2008's online registration by holding left Ctrl + left Shift down while choosing One Step Update.
