There appears to be a staging-specific aspect, maybe (speculation) due to new
start.exe-related changes in server-default_integrity in 6.9-staging. On
6.18-staging with that patchset not even full paths work, while a compiled
version of 6.18-staging with "-W server-default_integrity" works with the full
path (but still has the other aspects of this issue). Should I report the
staging-specific aspect as a separate bug?
