[Bug 25516] Sims 3 flickering white textures

To reproduce this, you need to load into the game past the main menu and
character creation screens.

Pick a family and move into a residence. Once you are within the game's
'living' play-mode, the rendering issues occur as you pan around any scene such
as the outdoor scenery near your house.
