I don't know why, but for some reason installing freetype-devel.i686 alone doesn't actually allow 'i686-redhat-linux-gnu-pkg-config --cflags freetype2' to work. You need to manually install i686 development packages for all of the dependencies too (at least bzip2, brotli, harfbuzz, sysprof-capture, libpng, pcre2). Not sure why the 64-bit version works fine since as far as I can tell that doesn't depend on its own dependencies either.
Also not sure what c7a97b5d5 would have changed...
