I don't see that the cursor in gedit stops blinking before gnome runs
a screensaver or goes to sleep.

Not displaying a blinking cursor doesn't mean that the timer and other
code responsible for that doesn't run anymore, so I don't see what you
would buy from that. If the power saving is a priority that should be
done at the system/kernel level.
