Usability is obviously not important to the wine developers because this one has never been allocated to anybody.
You shouldn't make assumptions based on things like that. For what it's worth, I rarely even see any bug being assigned to somebody -- and even if they are, they usually get fixed by someone else. Yet, a lot of them are getting fixed.
