This unresolved problem is related to the resolved bugs 58159 and 58160.

As of this writing, if you browse to https://winehq.org > Download > Wine
Source Downloads

and click the link "WineHQ download server" (which has
https://dl.winehq.org/wine/source/ as its destination)

the following opens:

A similar error occurs if one browses to https://dl.winehq.org/wine/wine-mono/

which previously made the Wine Mono .msi files available.
