[Bug 23245] Wine Configuration Editor About Dialog is blank

Okay.  Now this is a revolting development.  I create a new (unix) user and
fired "winecfg" from the new user's shell.  The "About" tab works fine.

It is not clear whether this is a problem with some kind of configuration or a
corrupted profile.

I have renamed all my ~/.wine/.reg files and my drive_c/widnows/Win.ini and
system.ini without a symptom change.  So, I am stumped.  Any idea what to check
next?
