[Bug 15093] New: Rome Total War: water is not rendered on the campaign map

On the campaign map all of the terrain that is normally covered by the sea is
visible.  It looks as if the water is supposed to be drawn over the top of the
depressed areas in the map.

I ran through the regression test procedure using git bisect and the result was
as follows:
